In March 2022, the "Opinions on Further Strengthening the Prevention and Control of Heavy Metal Pollution" issued by the Ministry of Ecology and Environment clearly stated that it is necessary to deepen the control of heavy metal pollution in key industries, and promote local special projects such as prevention and restoration of heavy metal pollution such as cadmium in agricultural land soil, and waste removal actions. Work, carry out the investigation of heavy metal pollution problems left over from history such as waste residues and sediments, and carry out classified rectification with the focus on preventing and controlling environmental risks.

At a press conference held by the Sichuan Provincial Department of Ecology and Environment on June 25, the relevant person in charge introduced that the "Regulations" aimed at the main problems and weak links in the soil environment, and improved the upper law from three aspects, focusing on solving agricultural land, Prevention and control of soil environmental pollution on land used by industrial and mining enterprises and land used for construction.
In response to the problem of agricultural non-point source pollution, the "Regulations" stipulate that agricultural inputs such as pesticides, fertilizers, and agricultural films, agricultural irrigation water quality, and disposal of livestock and poultry breeding waste meet the soil environmental requirements of agricultural land, and give priority to the protection of unpolluted agricultural land , firmly hold the bottom line of prevention of soil pollution sources. In response to the problem of industrial pollution, the "Regulations" prohibit the discharge, dumping, and stockpiling of sewage, sludge, and industrial waste that exceed the standard of harmful and toxic substances such as heavy metals on agricultural land, cutting off the way that pollution enters agricultural land. For agricultural land that has been polluted beyond the standard, the "Regulations" have detailed classified control measures to strictly prevent the risk of agricultural products exceeding the standard caused by soil pollution.
The "Regulations" stipulate the pollution prevention and control obligations of key soil pollution supervision units in terms of the control of toxic and harmful substances, the reduction of total heavy metal emissions, the investigation of soil hidden dangers, self-monitoring, and the dismantling of equipment and facilities. While strengthening remediation and treatment to reduce the stock of soil pollution, we will strictly prevent new increases in soil and groundwater pollution. In addition, the "Regulations" also clearly stipulate the pollution prevention and control during the development of coal, shale gas and other mineral resources to prevent the development of minerals from polluting soil and groundwater.
Aiming at the problems of soil pollution in construction land, the "Regulations" stipulates the whole-process work procedures and requirements for the closed and relocated land plots in soil pollution investigation and assessment, risk control and restoration, effect evaluation, and post-supervision. The directory of soil pollution risk management, control and restoration of construction land shall not be redeveloped and utilized until the completion of soil treatment and restoration or risk control, so as to ensure that the soil quality of construction land meets the requirements of different land functions.
At the same time, in terms of improving the norms and standards that focus on prevention and give priority to protection, the "Regulations" stipulate that the environmental impact assessment system should be strictly implemented and local standards and norms should be improved. Carry out general surveys and detailed investigations of soil pollution, and implement soil pollution prevention and control in different areas. Establish a list of key monitoring units for soil pollution, and clarify the obligations of key monitoring units. Highlight the source prevention and control of enterprises in high-pollution industries such as heavy metal emissions, electronic waste dismantling, and mineral resource development. Promote green agricultural technology measures, establish a network for the recycling and comprehensive utilization of waste packaging, clarify the requirements for the prevention and control of breeding pollution, and build a pollution prevention system for agricultural land.
