The technology has become more mature and the supervision has been relatively improved. Under the guidance of national policies, the sludge treatment and disposal market has been continuously released. However, there are still some problems to be solved:
First, with the upgrading and transformation of sewage treatment plants, the amount of sludge is still increasing significantly, but the disposal outlet of sludge has not yet been opened. Whether it is composting or anaerobic digestion, the final sludge still needs to find a suitable disposal method.
Second, co-incineration is one of the main sludge disposal methods, such as co-disposal of sludge with cement kilns, power plants, waste incineration plants and other facilities. In the future, with the overcapacity of cement production and the trend of carbon emission reduction in power plants, the production of cement kilns is limited, and low-carbon power plants do not need to use coal energy. Under the condition, these co-incineration methods will face challenges.
In contrast, waste co-incineration is more sustainable because as long as there is a city, there will be garbage. With the continuous advancement of garbage classification in my country, many garbage incineration plants have encountered the situation of "not being able to eat enough". At the same time, due to the decline of national subsidies, garbage incineration plants are facing new development pressures and urgently need to open up new business space. Without affecting the pollutant emission standards of domestic garbage incinerators and the normal operation of incinerators, the sludge generated by domestic sewage treatment facilities can be incinerated in a coordinated manner, which can not only alleviate the problem of "not being able to eat enough" in garbage incineration plants, but also bring new profits to garbage incineration plants, which can be said to kill two birds with one stone.
However, the industry has not yet formed a technical consensus on sludge blending, nor has the state/industry issued standards, specifications or technical guidelines. How much to blend? How to blend? How to determine the technical parameters of the incineration process? How to revise the emission standards of atmospheric pollutants? These key factors are still unclear, which also makes management communication and coordination between different departments difficult.
Third, the development of separate sludge incineration in my country may be relatively slow. This method can achieve material recovery and heat self-sufficiency, but due to its high investment and operating costs, large cities may have more practical conditions. In addition, sludge carbonization can realize sludge fuel and energy, which is a direction for sludge resource utilization, but it also faces the problems of insufficient calorific value and lack of policy support.
Regarding these dilemmas, Hang Shijun pointed out that the main difficulty of sludge treatment and disposal at present is not the technology itself, but the key lies in solving the problems in the system and mechanism. For example, many water companies generally entrust 80% of the sludge to other companies for treatment. This mud-water separation business model has also caused the industry to lack the motivation to optimize sludge technology, which has restricted the development of the industry to a certain extent. The solution to the problem of sludge treatment and disposal also requires policy promotion and coordination of cooperation among various departments. The government needs to provide policy support and guidance to achieve efficient, environmentally friendly disposal and resource utilization of sludge.
